JGVE, Inc is legally authorized to perform Land Survey and Civil Engineering services in the State of Oklahoma under Certificate of Authorization #234. While our primarily service area is Oklahoma, JGVE Chairman, Donald Vick is a Registered Land Surveyor in Texas, Kansas, New Mexico, Arkansas, Missouri and North Dakota. So, we have the capability to provide service to wind energy projects in the states surrounding Oklahoma . Organized in 1931, JGVE provides quality project support under the supervision of professional, registered land surveyors and engineers. The JGVE offices are located in the Mid-Town Oklahoma City.

Key Personnel
Donald Vick, PE, PLS - Chairman of the Board - is registered as Surveyor PLS #289 and as Professional Engineer #13048. He assures all project design requirements are met. A Senior Professional Engineer with more than 40 years of design experience, Vick serves as City Engineer for El Reno, Moore, Kingfisher, Del City and Okarche, Oklahoma.
D. Don Vick, MBA, President - supervises project coordination, administrative, contractual issues and client relations. Vick has managed the operations of JGVE, Inc. since 1995 and was elected President in 2006. In 2005 he was named one of the Top 40 Under Age 40 Business and Civic leaders in the Oklahoma City Metro Area.
William D. Brollier, PLS 1129-Vice President of Surveying and Project Land Surveyor - is the primary contact and project land surveyor. He over-sees surveying operations to insure quality and timeliness. Brollier, a professional Land Surveyor since 1980, has surveying experience that includes: gold mine construction in northern California and Nevada, environmental remediation projects in south Texas, wind farm, right of way, railroad, pipeline, boundary and construction. He is highly experienced in Local, State and Federal Government agency requirements.
Rolla Jay Cook II, PLS 1730 - Project Superintendent - is the production superintendent and lead man “on the ground” ensuring immediate access to a problem solver and decision maker. His position is a key component to meeting project schedules in the dynamic challenges of wind farm construction. Cook's experience includes all aspects of land surveying and field operations. He has been with JGVE since 2004.
Keith L. Klaffke, PLS 1131 - Chief of Parties - became a professional land surveyor in 1981. He was the Senior Crew Chief on the Woodward and Weatherford wind farm projects and is currently performing duties as Chief of Parties at the Elk City wind farm project.
Jon Doyle, PE – Project Civil Engineer and Vice President of Engineering - is a registered Oklahoma Professional Engineer #20907 with more than 12 years of experience at JGVE. Doyle is the project engineer for the Elk City, Weatherford and Woodward wind farms. He has also worked on many infrastructure projects for the City Oklahoma City, City of Moore, the City of El Reno and the City of Kingfisher.

Elk City Wind Farm - Survey services for NextEra Energy for ALTA surveys, construction staking, section corner monumentation and boundary surveys on approximately 50 Wind Turbines with 16 miles of Gathering lines, 8 miles of Transmission lines, Substation, O&M Site and Switch Yard Site. This project encompasses approximately 25 square miles near Elk City, Oklahoma in far western Oklahoma. Work also including assisting in site layout and design, coordination with various subcontractors, site planning, preparation and review of conceptual drawings and assistance in obtaining applicable state and local permits. Presently under design and construction.
Weatherford Wind Energy Center – Survey services for FPL Energy for ALTA surveys, construction staking, survey control, section corner monumentation and boundary surveys. Phase 1 was 18 sections of land and approximately 71 turbines and Phase 2 was 8 sections and approximately 30 turbines. Completed in 2006.
Oklahoma Wind Energy Center, Woodward, Oklahoma - Survey services for FPL Energy for ALTA surveys, construction staking, survey control, section corner monumentation and boundary surveys on 5 sections. Construction staking for approximately 28 wind turbine sites. Completed in 2004.
